Did You Know?
Constitution is a Title 1 School-wide Program!

Schools qualify for Title I Services based on the percentage of enrolled students in economic need. In DVUSD, this is determined by the number of students in the free and reduced-price lunch program. All schools with a free and reduced-price lunch of 35% or more are serviced through federal Title I funding. Once Title I is part of a school, any student enrolled who needs extra academic help is eligible for assistance, regardless of family income.

There are two main models for serving students in a Title I school: Targeted Assistance Program and School Wide Program. Constitution is a Targeted Assistance Program which funds a comprehensive plan to upgrade instruction in high poverty schools providing service to children who are not yet meeting grade level proficiency rates.

School-wide programs have the following key components:

School-Wide Assistance Reform Strategies: Addressing all the needs of children in our school who do not yet meet grade level proficiency levels.

Instruction by Highly Qualified Teachers: Ensuring instruction and provide on-going professional development

Parental Involvement: Creating ways to involve parents in planning, review, and improvement of our school.

Additional Support: Providing effective, timely assistance based on research interventions to students experiencing difficulty.

Transition Plans: Assisting students moving from home to Kindergarten and students in 6^thgrade to middle school.

Our Campus Improvement Plan (CIP), along with the Title I School-wide Assistance Plan, drives all of our programs, strategies, monetary expenditures, and parent/community involvement efforts. Please contact the school if you have questions about our Title I program.

Homeless/Highly Mobile Students

McKinney-Vento Act: Homeless/Highly Mobile Services
The McKinney-Vento Homeless Student Assistance Act protects the rights of all homeless/highly mobile students. The act defines homeless children as young people between the ages of 2 to 18 years old who lack a fixed regular and adequate nighttime residence and may:

Live in a hotel or motel;
Live in a shelter/transitional housing program;
Sharing housing with another family due to loss of housing, stemming from financial hardship;
Live in a trailer park or campsite due to the lack of adequate living accommodations;
Live in an abandoned building, parked car, or other facility not designed as regular sleeping accommodation for human beings;
Lives with another person due to the death or incarceration of a parent
Lives as a youth on their own due to abandonment or runaway status

Students are identified by the District Homeless liaison or through referrals made by District employees, community members, city agency employees or self-referrals. If you think your children may be eligible, contact the local liaison to find out what services and support might be available.

Right to Review

Right To Review

As a parent of a student at Constitution Elementary School, you have the right to know the professional qualifications of the classroom teachers who instruct your child. Federal law allows you to ask for certain information about your child's classroom teacher and requires us to give you this information in a timely manner if you ask for it. Specifically, you have the right to ask for the following information about each of your child's classroom teachers:

*Whether the AZ Department of Education has licensed or qualified the teacher for the grades and subjects he or she teachers.

*The teacher's college major; whether the teacher has any advanced degrees and, if so, the subject of the degrees.

*Whether any teachers' aides or similar paraprofessionals provide services to your child and, if they do, their qualifications.

Why is Parent Involvement is Important?

Why is Parent Involvement Important?

School-wide Assistance Title 1 programs count on parent support. Decades of research show that when parents are involved, students have:

higher grades, test scores, and graduation rate.
better school attendance
increased motivation, better self-esteem
lower rates of suspension
decreased use of drugs and alcohol
fewer instances of violent behavior

You can become more involved by:

joining our PTO
volunteering at our school
attending the Annual Title 1 Meeting, parent-teacher conferences, family nights, and other events
communicating with your child's teacher on a regular basis
keeping your child's teacher informed about events in your child's life which may affect his or her performance at school

By becoming an active participant, you will:

serve as a role model, showing your child that you support his or her education
assure that you are aware of your child's progress, demonstrating to your child how important that progress is to you
teach your child that your input at the school is appreciated and that you support your school's efforts

As part of the Title I parental involvement policy (Section 1118 of the Elementary and Secondary Education Act of 1965), each school receiving Title I funds, develops a school-parent compact that outlines how parents, the entire school staff, and students will share responsibility for improving student achievement. Also, each Title I school must jointly develop and distribute its own written parental involvement policy. This policy will specify that the school will:

convene an annual meeting to explain the Title 1 program
offer a flexible number of meetings
involve parents in the planning, review, and improvement of Title 1 programs
provide timely information about the school curricula, assessment data, and student achievement
